An intitle search with the same phrase, intitle:keyword tools, will return results with 'keyword' in the title, but 'tools' can be anywhere else on the page - including ... While allintitle is a good starting parameter, I find that you then need to run an "allinanchor" search to see what the competition is from other SEOers trying to rank for that keyword. Allintitle alone can give you a somewhat false/small picture sometimes.
